To provide districts in the city where facilities for elderly, disabled, youth, nursing facilities for the elderly and the disabled, and other similar type dwelling arrangements may be allowed to integrate without discrimination of need; having an awareness of the inherent qualities of the residential, and commercial zones within the city.
