1-12-4: POWERS AND DUTIES:
The chief of police shall have and exercise such powers and perform such duties as specified in this section, or such other ordinances or resolutions as specified by the city council. Specifically, the powers and duties of the chief of police shall be: (Ord. 2000-09, 6-7-2000; amd. Ord. 2004-18, 5-5-2004)
   A.   Execute And Enforce Laws: To faithfully execute and enforce all applicable laws, ordinances, rules and regulations of the city; to place his personal safety at risk by suppressing riots, disturbances, and breaches of the peace; to apprehend all persons violating state laws or city ordinances; to diligently discharge his duties and enforce all ordinances of the city to preserve the peace, good order and protection of the rights and property of all persons; and without process, to arrest and take into custody any person who shall commit, threaten or attempt to commit in the presence of the chief of police, or within his or her view, any breach of the peace, or any offenses directly prohibited by the laws of this state or by ordinance; (Ord. 2006-30, 9-20-2006)
   B.   Head Of Department: As the head of the city's law enforcement department, to supervise and have charge of those providing public safety services to the city, including, but not limited to, police officers, animal control officers, the fire department, ambulance services and crossing guards. If one or more of these public safety services are provided by way of a contract with another local government, the chief of police shall act as liaison with such service provider in respect to the service. As head of the law enforcement department, the chief of police shall also prepare and submit a proposed annual budget for his department to the city manager for inclusion in the overall city budget, and shall be responsible for the administration of the department's budget upon adoption;
   C.   Emergency Service Director: As the LaVerkin City emergency service director, to perform those duties as outlined in the LaVerkin City emergency operations plan. The director shall review this annex annually and will forward updated copies to the organization and individuals as listed on the distribution list of the basic plan;
   D.   Court: To attend the municipal justice court when required, provide security for the court, and obey its orders and directions;
   E.   Other Required Duties: To discharge any other duties specified by statute or imposed by the mayor and city council. The duties enumerated in this section shall not act as a limitation on the police chief's statewide authority as otherwise provided by law. (Ord. 2000-09, 6-7-2000; amd. Ord. 2004-18, 5-5-2004)
