It shall be the duty of the owner or person occupying or controlling any lot, place or area in the city which has been declared a public nuisance as provided herein, within ten (10) days from the date of notification as provided herein, or in case of an appeal to the city council, within ten (10) days from the determination thereof, unless the same is sustained, to remove the nuisance as stated.
