Any proprietor who owns such devices on the effective date hereof shall file with the city clerk-treasurer such evidence of ownership prior to the issuance of a license. Any proprietor purchasing devices after the effective date hereof shall file with the city clerk-treasurer evidence of ownership thereof before exhibiting or placing such devices for use or play.
