It shall be the duty of the City Code Enforcement Officer employed by the City to issue notices of excessive noise or light pollution violations for violations of this ordinance actually observed by the City Code Enforcement Officer. The City Code Enforcement Officer may deliver such notices to the person producing the excessive noise or light pollution or may post the same in a conspicuous place on the business or private residence or vehicle or equipment from where the excessive noise or light pollution is emanating.
