Prior to the amendment of the Subdivision Ordinance, Zoning Ordinance, text of the Zoning Ordinance, Zoning Map, Comprehensive Plan, variances, conditional use permits, preliminary plats, final plats, or any other matter which is commonly taken up a Planning and Zoning Commission or which is now controlled by the City Council, shall first be considered by the Planning and Zoning Commission under the same prerequisites and procedures as set forth in the Zoning Ordinance for the City Council. The Planning and Zoning Commission shall abide by the provisions of Section 67-6509, Idaho Code, relating to public hearings prior zoning text amendments, zoning map amendments, special use permits. The Commission shall, after considering the above, make recommendations to the City Council as to what action the Commission believes the council should take in the matter under consideration, and the council shall follow those procedures as previously set forth in the ordinance which are now required by the City Council to perform.
