All members of the Commission shall be residents of the City or of the area of city impact as the same is prescribed by the Mayor and City Council. Representation on the Commission from the area of city impact shall reflect the proportion of population living within the city as opposed to the population living within the area of city impact. If an area of city impact has been adopted, at least one member of the Commission shall reside within the city impact area. A member of the Commission must have resided within the city for at least two (2) years prior to his or her appointment, and must remain a resident of the city during his service on the Commission.
