There shall be a monthly fee to all commercial and/or residential users of municipal refuse collection and other sanitation services assessed according to contractor rates, plus an additional forty cent ($0.40) city administrative fee per container. Each residential household user will be assessed an additional three dollars sixty cents ($3.60) per month for landfill construction and maintenance fees. The fees, rates, and charges for all commercial and/or residential users of the city refuse collection system, and for landfill construction and maintenance, may be changed from time to time hereafter by resolution of the city council.
