Litter and waste disposal containers are not to be used by the merchants and store employees for store and sidewalk sweeping, trash, paper or cartons. They are for pedestrians to use to deposit gum wrappers, empty sacks or other wrappers, preventing the littering upon the City sidewalks and street gutters. Debris resulting from the construction or repairs of premises shall not be placed with other refuse for collection but shall be disposed of directly by the person owning, occupying or leasing the premises.
