10-3-9: GARBAGE, TRASH AND OTHER REFUSE FROM PRIVATE PROPERTY:
   A.   Containers: Oil drums, waste tubs, and similar containers shall not be used for garbage and ashes. Worn out or unsightly garbage cans are to be discarded.
   B.   Preparation Of Refuse:
      1.   Ashes: All ashes when placed for collection shall be cold and free from any fire, live coals, or other substances which might ignite. Metal containers with suitable handles or bails may be used for ashes only, if not more than fifteen inches (15") in diameter or twenty four inches (24") high and weigh, when full, less than seventy five (75) pounds.
      2.   Tree Limbs: Small tree limbs when tied in one man bundles not over four feet (4') long will be hauled.
      3.   Magazines And Papers: Magazines and papers shall be tied in bundles and must not be put out in wet weather earlier than twelve (12) hours before pick up time.
      4.   Grass Cuttings, Weeds: Baskets or small cartons may be used for grass cuttings, weeds, leaves, hedge trimmings and lawn raking. All items in this subsection will be hauled away on schedule by the garbage contractor.
   C.   Containers, Placement For Collection: All garbage, refuse and rubbish, except ashes, in or about any private residence, dwelling house or other building shall be placed in sanitary containers and shall be placed at or near the alley line if there is a public alley, right of way, or if there is no access to the alley from the dwelling or other building, then such receptacle shall be placed at or near the street line so as to be easily seen. The city council will designate the pick up point for each residence, dwelling house or other building. Refuse generating property not abutting public streets or alleys shall permit access to the city or its refuse collection agency for the collection and disposal of refuse placed thereon in approved sanitary containers.
   D.   Missed Pick Up: If the collector should miss a refuse pick up and the city or the collector is so notified prior to two o'clock (2:00) P.M. on such day, such refuse will be removed the same day.
   E.   Removal Of Containers After Pick Up; Shelter Required: Removal of garbage cans from the streets and alleys shall be made within twelve (12) hours after pick up; provided, that such cans shall not be placed under the eaves of any garage or any other building except in cases of absolute necessity; and in case of such necessity, a roof or shelter shall be placed over such garbage can.
   F.   Materials Not Picked Up: Books, broken concrete, rocks, plaster, discarded building materials, or trees and large tree limbs are not included as garbage. Oil drums and incinerators will not be emptied, nor will they be allowed in alleys.
   G.   Owner Responsibility: Each property owner or tenant in the city shall be held responsible for the cleanliness of one-half (1/2) of the alley adjacent to his property. (Ord. 1972-1, 8-10-1972)
