10-3-5: COLLECTION:
   A.   Collection Required: All garbage, refuse, rubbish, and ashes from the entire residential sections properly placed for collection as provided for in this chapter, shall be collected by the city or its duly authorized agent or contractor necessary to maintain and preserve sanitation of the community.
   B.   Failure To Collect: Temporary failure to make such collection due to circumstances beyond the control of the city shall not relieve the occupant or the owner of the premises from the payment of sanitary service fees hereinafter provided for.
   C.   Permit Required: No person, whether having entered into a contract with the city for collections of garbage, refuse, rubbish and ashes or not, shall be permitted to transport same over the public thoroughfares in anything other than watertight containers and not until they shall have first secured a written permit authorizing such hauling from the sanitary inspector.
   D.   Vehicles: The city or city's contractor shall furnish vehicles especially designed for the collection and hauling of garbage and waste products. All garbage vehicles shall be closed and watertight with side, rear or both side and rear openings, commonly known as packers, for collecting material. Rear loading openings shall have a minimum size of forty eight inches by sixty inches (48" x 60"). (Ord. 1972-1, 8-10-1972)
