The city refuse collection and disposal service shall, by such means as the city council deems appropriate, collect and dispose of all garbage, rubbish, refuse, paper, glass, tin cans, crockery, ashes and other debris and shall operate this service, and the regulations provided by this chapter shall be and remain applicable thereto until duly amended as provided by law. The right and power to amend this chapter from time to time and to repeal the same is reserved to the city. (Ord. 1972-1, 8-10-1972)
