10-1-20: WATERING HOURS:
   A.   Findings: The city council hereby finds: 1) that the city has an economic interest in the use and application of water within the city limits and of any user of the city water system; 2) that in the past, residents of the city have misused and abused the water privileges, causing an undue burden on the city and other residents, and depletion of water storage to dangerous levels.
   B.   Imposition Of Watering Hours: The city hereby imposes watering hours on residents and commercial properties. The watering hours shall be set by resolution of the city council or by order of the mayor as determined by the water flow and level of water storage facilities. (Ord. 1981-6, 8-12-1981)
   C.   Penalty:
      1.   Misdemeanor: Any person who violates any portion of this section is guilty of a misdemeanor and, upon conviction thereof, subject to penalty as provided in section 1-4-1 of this code. (Ord. 1981-6, 8-12-1981; amd. 2007 Code)
      2.   Separate Offense: Each separate occurrence of failure to comply with this section shall be considered a separate offense.
      3.   Termination Of Service: In addition, any person who violates this section shall have his water shut off. In order to have the water reinstated, the person in violation shall be required to make a deposit not to exceed three hundred dollars ($300.00) with the city clerk-treasurer.
   D.   Enforcement: The city council authorizes the following departments to enforce this section:
      1.   City police department;
      2.   City water department.
The citations for the violations of this section shall be issued on the standard city forms used for the state. (Ord. 1981-6, 8-12-1981)
