Any person desiring to construct any new building or to repair or to remodel any existing building within the corporate limits of the city must submit written plans and specifications relating to such construction, or repair work, or remodeling, to the city council showing in detail the manner of construction or the repair work planned, together with the plans for wiring such structures or the repair thereof, and the plans for heating such building.
