The purpose of this chapter is to ensure the regular flow of traffic through the city as deemed appropriate by the city engineer, including, but not limited to, designation of areas in which certain turns are permitted or prohibited, regulation of the speeds of motor vehicles, and coherent and safe traffic patterns established.
