§ 52.11 NON-CURBSIDE RESIDENTIAL COLLECTION.
   (A)   Residential customers of the town garbage services who suffer physical conditions which would cause it to be an extreme hardship to place garbage and recycling curbside may obtain back yard pickup of garbage and recycling.
   (B)   In order to receive such services, the following criteria must be met:
      (1)   A written application for the service must be submitted to the town, along with a statement by the applicant’s physician explaining in sufficient detail the reason or reasons requiring the applicant to deposit their garbage or refuse curbside will impose an extreme hardship. The physician must state a time period for which the applicant will need the service;
      (2)   After the application has been accepted and back door service approved the applicant must verify annually, if applicable, that there has been no change or circumstances which make them ineligible to participate in the program;
      (3)   The town may discontinue such service to a location upon a ten-day notice to the resident for any reason. Reasons that service may be discontinued include, but are not limited to, falsifying an application, locked fences or gates, vicious animals or other obstacles or barriers that make collection from a specific location inconvenient or hazardous to collections personnel; and
      (4)   Collectors shall not be permitted to enter houses, gated fenced portions of the premises, enclosed porches, garages or similar enclosures to make collections.
