§ 31.03 ORGANIZATION, RULES, MEETINGS AND RECORDS.
   (A)   The Board shall elect officers that consist of a Chairperson, a Vice-Chairperson and a Secretary. Staff of the town may provide technical and clerical assistance to the officers of the Board in performing their duties. Specific arrangements for this assistance shall be coordinated by the Board officers and the Town Manager. The elected officers shall serve for one year or until a successor shall take office. The Board may create and fill other officers as it may determine.
   (B)   The Board shall adopt rules for the transaction of its business which are consistent with this subchapter and state statutes. The Board shall schedule a regular monthly meeting. A quorum of members shall be present in order to transact any business or take any action. A quorum shall consist of four members. The Board shall keep a record of its meeting, members present, business transacted and decisions made. All meetings and records of the Board shall be open to the public.
