Whenever an applicant for a license has been denied a license, or whenever a licensee has received a notice of a revocation or suspension of their license, they may, within twenty eight (28) days after all other remedies have been exhausted under all County ordinances or procedures, seek judicial review under the procedures provided for each license type in title 23 of the Idaho Code.
