The Board of County Commissioners may deny any license application as authorized by title 23, Idaho Code and this chapter. Whenever the Board of County Commissioners denies an application for a license, the Board shall specify in writing to the applicant:
A. The statutes, ordinances and standards used in evaluating the application;
B. The reasons for the denial of the application; and
C. The actions, if any, that the applicant could take to obtain the license, transfer, or renewal thereof.
In any case wherein the Board of Commissioners has determined to refuse to grant an application for or a renewal of a license, notice of such refusal shall be personally served on the applicant or mailed, by certified mail, postage prepaid, to the applicant not less than fifteen (15) days prior to the date of expiration of the license.
