The Board of County Commissioners shall, by motion and order, designate those areas that the Board deems necessary, for the convenience of the public and for the orderly conduct of business at property and facilities owned by the County, as restricted parking areas, and shall cause the appropriate traffic control devices to be placed in or on said areas so as to give adequate notice of said restrictions on the parking of motor vehicles thereon.
