It is hereby provided that variances, exceptions and/or waivers in regard to this chapter may be granted in respect thereto in the event that it is deemed just and appropriate in the appropriate exercise of reasonable discretion by the City Council, but only in circumstances wherein it is deemed just, appropriate and reasonable in the public's interests in said specific circumstances, and so found to be in an ordinance passed and approved by the City Council.
