No person and/or entity shall possess, sell, offer for sale, use and/or cause and/or allow to explode any fireworks in the city with the exception that the City Council may grant a permit for a public and/or private display of fireworks under such circumstances as the City Council deems just and appropriate in the exercise of its appropriate discretion and also with consideration of certain of the provisions within the Illinois Consolidated Statutes, including, but not limited to ILCS Ch. 425, Act 35, § 2.
