(A) The City Council deems it to be in the best interests of the city, its citizens and the public in general, that the sale and use of fireworks be further regulated as provided herein.
(B) The City Council deems it to be an appropriate exercise of the municipal corporate powers of the city to further regulate fireworks as provided herein, which corporate powers include, but are not limited to, the police power, the power to prevent and abate nuisances, the power to promote and protect the public health, safety and welfare, and the home rule power of the city.
