Upon receipt of the completed application for the pedicab business license, approval of the route and operations schedule, filing of insurance as required, and payment of the application and license fees, in the event that the City Council within the appropriate discretion of the City Council should deem it appropriate to issue a license and should vote to approve a license, the City Clerk shall issue a pedicab business license to the applicant.
