§ 129B.04  PEDICAB ROUTING AND OPERATIONS SCHEDULES.
   (A)   Pedicab business shall operate only within the area of the city located within the area abounded by the south right-of-way line of 3rd Street and the south right-of-way line of 1st Street between Creve Street and Sterling Street within the City of LaSalle (with the exception that pedicabs shall not be operated on Joliet Street (Route 351) except to cross Joliet Street from east to west on 1st Street and 2nd Street, and then only in the event of having authorization to do so from the State of Illinois Department of Transportation), and also to operate in and around that which is commonly known as the towpath within the City of LaSalle and then only with the appropriate authorization, if necessary, from the State of Illinois Department of Natural Resources; also as allowed within division (B) below.
   (B)   Additionally, pedicabs may be allowed to operate in the event of special events in different areas of the city provided authorized in regard to such special events by the City Council of the concerning which special events there will have been the prior submission of a proposed temporary route to be used by the pedicab business during the special events. The City Clerk shall then review the temporary route with the Director of Economic Development, the Fire Chief and the Mayor with the authority for final authorization to be with the LaSalle City Council. The pedicab business in the city shall only operate in such hours as may be approved from time to time by the City Council.
