Any device license issued under this subchapter shall be subject to revocation or suspension for violation of this subchapter or any ordinance of the city upon just cause by the Mayor with the consent and approval of the City Council. Acceptance of any amusement device license issued under this subchapter shall constitute an agreement between the parties to such license even though the license itself does not state such fact that the same may be revoked. The licensee shall first, however, be given an opportunity to be heard, after due notice, prior to any determination on revocation of a device license.
