If the place at which it is desired to offer any of the foregoing entertainments be not a fit or proper place, and not located, constructed, maintained, operated, or conducted in accordance with the provisions of this code; or if the person making application for the license be not of good moral character, the Mayor may refuse to approve such application, and no license shall be issued by the Clerk without the approval of the Mayor.
