No secondhand dealer shall receive in the conduct of his or her business any goods, articles or things from any person between 6:00 p.m. and 8:00 a.m. In the event a secondhand dealer is located in a mall or other shopping center, the hours of operation can be the same as the normal operating hours at the mall or shopping center anchor store.
