No person shall install, place or erect any blind, screen, curtain partition, article or other thing in the windows or upon the doors of any secondhand dealer which prevents or restricts a clear and full view into the interior of the licensed premises from the street, road or sidewalk. The interior of all secondhand dealers shall be illuminated by natural or artificial white lights during all hours the secondhand dealer is opened for business so that all parts of the interior of the premises are clearly visible from the street, road or sidewalk.
