Except as may be otherwise provided herein, every pawnbroker shall make out and deliver to the Chief of Police or his or her designee, on a daily basis, before 12:00 noon, a legible exact copy of the record book or computer generated record as required herein. Such record shall list all property and other thing of value received on deposit or purchased during the preceding 24 hour period, including the exact time when such item was received or purchased, a description of the person or persons by whom the item was left in pledge, or from whom the item was purchased.
