No person, either as owner, agent, or otherwise, shall operate, conduct, or maintain an ambulance service with its place of business, be it principal or secondary, within the city unless he or she holds a currently valid license for an ambulance service, issued pursuant to this chapter. An ambulance service operated by an agency of the United States shall not be required to be licensed hereunder.
