Taxicab owners having had issued to them previously a license under the provisions of this chapter, shall have the right to have their license renewed, and their rights are protected in that regard and the grandfather rights of licensees are hereby recognized; provided that an existing licensee shall not be in violation upon application for renewal of any of the provisions of this chapter as amended. In regard to existing licenses and their renewal, the City Council shall also have the authority to grant variances and/or its exceptions to the licensing requirements depending upon the prior experience with the particular taxicab business within the city, and other factors deemed appropriate in the exercise of appropriate discretion by the City Council of the City of LaSalle.
