The number of taxicabs shall be limited to 10; provided that in the event that public convenience and necessity may require additional taxicab service and a petition is filed with the Public Vehicle Commission, then and in that event the Public Vehicle Commission after a full hearing shall report its findings and recommendations to the Council, and the Council upon hearing the report and findings of the Public Vehicle Commission shall be ordinance declare that public convenience and necessity requires the increased taxicab service.
