§ 117.06  TAXICAB LICENSE AND DRIVER REQUIREMENTS.
   The operation of any taxicab upon the streets and public ways of the City of LaSalle for transporting persons for hire, or as a contractual service, is a violation of this chapter unless operating in accordance with a valid license issued pursuant to this section.
   (A)   Applications for taxicab business licenses shall be made to the City Clerk on a form provided by the City Clerk. In addition to other information as may be required by law, the application shall contain the following information:
      (1)   The names and address of the applicant.
      (2)   The applicant’s work or corporate history, limited liability company history or partnership history for the past five years. If the applicant is a corporation, limited liability company or partnership, the information shall also be given for the chief administrative officer who will be in charge of LaSalle operations. The corporation shall also list its officers and principal business operated by the entity. If the corporation or limited liability company is a foreign entity, a copy of the certificate to do business in the state shall be provided.
      (3)   A list of all felony and misdemeanor convictions and/or orders of court supervision on misdemeanors by the applicant for the past ten years.
      (4)   A signed consent in regard to the city obtaining a police background check and a credit check if deemed appropriate in the discretion of the Fire Chief, Chief of Police and/or Director of Economic Development in regard to all proposed drivers.
      (5)   Each taxicab shall be operated by the holder of a valid Illinois driver's license of the category required for the operation of a taxicab and must have that license at all times while operating the taxicab.
      (6)   Additionally, each taxicab business license application, which shall be updated throughout the year, shall include a list of all proposed drivers, all of which drivers shall have the following indicated classifications:
         (a)   Possess an appropriate driver’s license issued by the State of Illinois.
         (b)   Be at least 18 years of age.
         (c)   Be free from defective vision, defective hearing and any other infirmities that would render him or her unfit for operation of a public vehicle.
         (d)   Be free of alcohol or drug addiction.
         (e)   Is not within ten years immediately preceding his or her application of having been convicted of any felony or operating a motor vehicle while under the influence of alcohol or drug.
         (f)   Has not received more than three moving violations in the preceding 12 months or five moving traffic violations in the preceding 24 months of application.
         (g)   Otherwise deemed in the appropriate exercise of discretion of the City Council of the City of LaSalle as an appropriate candidate to be driving a taxicab.
   (B)   Additionally in the event of issuance of any license, no taxicab driver while driving a taxicab license under the City of LaSalle shall during the time of said duty:
      (1)   Drink any intoxicating liquor.
      (2)   Use or be under the influence of any unlawful drugs.
   (3)   Unreasonably disturb the peace.
   (4)   Use any profane or obscene language.
