All owners of lots and parcels of land touching upon the line of the proposed sidewalk as provided for by the special ordinance mentioned in § 93.051 shall construct and lay down or cause to be constructed and laid down in front of their respective lots or parcels of land, the sidewalk specified in the special ordinance according to the specification herein contained, within 30 days after the mailing of the notices of the passage of the special ordinance by the Clerk as provided by § 93.055.
