Any person, firm, or corporation desiring to break curb within the corporate limits of the city for the purpose of construction of a driveway or for any other purpose whatever, shall be and are hereby required to obtain advance permission to do so by filing an application for such permission on forms provided by the city with the City Council for consideration at a regular meeting thereof.
