   (B)   (1)   Second and Gooding Streets.
         (a)   A handicapped parking space shall be provided on the eastern most parking place on the north side of the street at the northwest corner of the intersection of Second and Gooding Streets within the city.
         (b)    This handicapped parking space shall continue in effect until five years subsequent to the date of enactment of this division (B)(1); said division (B)(1) shall further be renewed automatically for continued successive five-year periods unless, pursuant to the joint agreement of the Police Chief and the Mayor, within their discretion, notice shall be provided to the party to whom the water bill concerning the premises at 209 Gooding Street is then being sent that the handicapped status is being terminated, which notice must be sent at least 30 days prior to the expiration of said five-year period. The providing of said handicapped parking spaces may also be terminated and/or otherwise affected by repeal and/or amendment of this division (B)(1).
      (2)   122 Wright Street.
         (a)   A handicapped parking space shall be provided at 122 Wright Street.
         (b)   This handicapped parking space shall continue in effect until five years subsequent to the date of enactment of this division (B)(2); said division (B)(2) shall further be renewed automatically for continued successive five-year periods unless, pursuant to the joint agreement of the Police Chief and the Mayor, within their discretion, notice shall be provided to the party to whom the water bill concerning the premises at 122 Wright Street is then being sent that the handicapped status is being terminated, which notice must be sent at least 30 days prior to the expiration of said five-year period. The providing of said handicapped parking spaces may also be terminated and/or otherwise affected by repeal and/or amendment of this division (B)(2).
      (3)   832 Ninth Street.
         (a)   A handicapped parking space shall be provided at 832 Ninth Street.
         (b)   This handicapped parking space shall continue in effect until two years subsequent to the date of enactment of this division (B)(3); said division (B)(3) shall further be renewed automatically for continued successive two-year periods unless, pursuant to the joint agreement of the Police Chief and the Mayor, within their discretion, notice shall be provided to the party to whom the water bill concerning the premises at 832 Ninth Street is then being sent that the handicapped status is being terminated, which notice must be sent at least 30 days prior to the expiration of said two-year period. The providing of said handicapped parking spaces may also be terminated and/or otherwise affected by repeal and/or amendment of this division (B)(3).
      (4)   1245 Sixth Street.
         (a)   A handicapped parking space shall be provided at 1245 Sixth Street.
         (b)   This handicapped parking space shall continue in effect until one year subsequent to the date of enactment of this division (B)(4); said division (B)(4) shall further be renewed automatically for continued successive one-year periods unless, pursuant to the joint agreement of the Police Chief and the Mayor, within their discretion, notice shall be provided to the party to whom the water bill concerning the premises at 1245 Sixth Street is then being sent that the handicapped status is being terminated, which notice must be sent at least 30 days prior to the expiration of said one-year period. The providing of said handicapped parking spaces may also be terminated and/or otherwise affected by repeal and/or amendment of this division (B)(4).
      (5)   The penalties for violation of this division (B) shall be a minimum fine of $250 for each violation and a maximum fine of not in excess of $750 for each violation of this division (B), and the penalties may also include such other provisions as are provided for in the Illinois Compiled Statutes.
