§ 74.04  TRANSFER OF BICYCLE OWNERSHIP.
   Upon the sale or transfer of a licensed bicycle, the licensee thereof shall remove and surrender to the Chief of Police the attached license plate, or may have such plate assigned gratis to another bicycle owned by him or her.
