The Chief of Police shall have authority to issue, upon written application, bicycle licenses which shall be effective for 1 year. All such licenses shall be dated October 1 of the year issued. The Chief of Police shall register all licenses issued and shall keep records of all fees collected for issuance of such licensee. Said records shall be public records. All license fees collected by the Chief of Police shall be turned over the City Treasurer.
