That in addition to the sanctions imposed herein, any vehicle parked in violation of any ordinance providing for parking restrictions within the corporate limits of the municipality may be towed away for illegal parking. All motor vehicles towed away for illegal parking shall be stored in a safe place and shall be returned to the owner or operator upon payment of the towing and storage fee as provided for by the towing and storage agent.
