§ 71.20  DEFINITIONS.
   For the purposes of this chapter, and the interpretation and enforcement thereof, the following terms, phrases, words and their derivations shall have the meanings given herein, unless the context in which they are used shall indicate otherwise. When not inconsistent with the context, words used in the present tense include the future, words in the singular number include the plural number, and words in the plural number include the singular number. The words "shall" and "will" are mandatory and "may" is permissive. Words not defined shall be given their common and ordinary meaning.
      HEARING OFFICER. A licensed attorney, who has been licensed in the State of Illinois for a minimum of three years, who is not an officer or employee of the city, appointed by the Mayor, with the advice and consent of the City Council including, but not limited to, the individual designated by the Mayor, with the advice and consent of the City Council, to serve as the administrative hearing officer in regard to the city's administrative adjudication system.
      OWNER OF RECORD. The record titleholder to a motor vehicle as registered with the Secretary of State of the State of Illinois, or any other applicable governmental agency.
