§ 71.04  RIGHT-OF-WAY.
   (A)   All vehicles traveling upon public streets within the city shall give the right-of-way to other vehicles approaching along intersecting streets from the right, and shall have the right-of-way over those approaching from the left.
   (B)   In all cases police vehicles, Fire Department vehicles, and vehicles transporting United States Mail and ambulances shall have the right-of-way over other vehicles.
   (C)   The operator of a vehicle within an intersection intending to turn to the left across the path of any vehicle approaching from the opposite direction may make such left turn only after giving a signal as required by the law, and after affording a reasonable opportunity to the operator of such other vehicle to avoid a collision.
