§ 70.02  POLICE TO DIRECT TRAFFIC.
   The Police Department is hereby authorized, empowered and ordered to exercise all powers and duties with relation to the management of street traffic and to direct, control, stop, restrict and regulate, and when necessary, temporarily divert or exclude, in the interest of public safety, health and convenience, the movement of pedestrians, animal and vehicular traffic of every kind, in streets, parks and on bridges in this city. All vehicles and the drivers or persons in charge thereof, shall at all times obey all orders given by any police officer or other traffic officers, any of the provisions of this Title to the contrary notwithstanding. The Chief of Police shall make and enforce temporary regulations to cover emergencies or special conditions.
