No contract involving the expenditure of $5,000 or more shall be made by, for, or in the name of the city, except upon the prior approval of the Council in regular or special meeting assembled; provided, however, that the provisions hereof shall not be held or construed to limit in any way any requirement of law as to the making of contracts in excess of certain amounts based upon specifications and public advertisements for bids.
