The Plan Commission shall consist of the following: Chairperson and 12 other members, citizens of the city. The Chairperson and the 12 other members of the Plan Commission shall be appointed by the Mayor, subject to the approval of the Council. Henceforth, neither elected city officials nor city employees, nor officials of the city appointed to other city positions shall be members of the Plan Commission.
