There is hereby created the city emergency services and disaster agency (ESDA) to prepare, mitigate, respond, and conduct recovery activities to handle any type of emergency or disaster situation, whether technological or natural, to minimize the loss and damage to life and property, in accordance with the State Emergency Management Act, being ILCS Ch. 20, Act 3305, §§ 1 et seq.
