It is unlawful for any person to use or operate any sound amplifying equipment in a fixed or movable position or mounted upon any sound truck or other vehicle for the purposes of giving instructions, directions, talks, addresses, or lectures or for transmitting music to any person(s), in or upon, any street, alley, sidewalk, park, or public property without first obtaining a permit pursuant to this chapter, in accordance with the procedures set forth in Chapter 5.08 of this code. If any of the provisions of Chapter 5.08 conflict with the provisions of this chapter, the provisions of this chapter prevail as to all matters and questions arising out of the subject matter of this chapter.
