(a) At the meeting at which the declaration of the election results are made, the city council will meet and will elect one of its members as mayor and another of its members as mayor pro tem.
(b) Each year in which a general municipal election is not held, the city council will be reorganized by the election of a mayor and a mayor pro tem from among its members. This reorganization of the city council will take place during the first regular meeting of the city council in the month of December.
