If any section, subsection, sentence, clause or phrase of this code is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, that decision will not affect the validity of the remaining portions of this code. The city council declares that it would have adopted this code, and each section, subsection, sentence, clause or phrase contained in it, irrespective of the fact that any one or more sections, subsections, clauses or phrases is declared invalid or unconstitutional.
