§ 33.20  SUPERINTENDENT; DUTIES.
   (A)   The Superintendent of the county Parks and Recreation Department has responsibility for administering all Department operations and personnel.
   (B)   The Superintendent’s job description is given in Appendix IV(A) of the Parks and Recreation Policy Manual.  His or her duties include the following:
      (1)   Assesses short and long-range planning needs of the Department, including writing and administering grants for parks programming, acquisitions, development, and enhancement projects;
      (2)   Develops and implements all phases of the five-year master plan, designing landscape plans for new acquisitions and preparation of five-year master plan, including surveys and public meetings, evaluating potential sites for recreational land usage, preparing layout studies for maximization and aesthetic effects, determining capital improvements, and securing funding through grants and public and private subscriptions;
      (3)   Determines educational and recreational needs of the community by maintaining continuing contact via public meetings, public presentations, surveys, and correspondence with community leaders and Parks and Recreation Board committees;
      (4)   Oversees Department operations, including budget preparation, land acquisition, program development and evaluation, personnel supervision, development and revision of policies and procedures, and coordination of Departmental activities;
      (5)   Directs and coordinates all compliance with the Americans with Disabilities Act (ADA), including serving as a liaison with the Access Indiana Advisory Council;
      (6)   Oversees and assists with park maintenance and construction projects, and operates park equipment and machinery as necessary;
      (7)   Evaluates the condition of various Department facilities, grounds, vehicles, and equipment for maintenance and repairs;
      (8)   Prepares materials to be presented to the Parks and Recreation Board, attends and presents proposals at evening Board meetings, and attends various other meetings as necessary;
      (9)   Determines Departmental needs and prepares annual budget proposal for Board consideration; presents annual and all other budget appropriations and transfers to the County Council; prepares a variety of administrative financial (budget) and technical reports; and approves purchase orders, payroll, vacation, comp time, facility reservations, and other administrative tasks as necessary;
      (10)   Serves as liaison for the Park Foundation Board, and serves as Secretary to the Parks and Recreation Board;
      (11)   Recruits, hires, and trains new Department personnel, and conducts evaluation of employee performance; if necessary, documents data and takes disciplinary action;
      (12)   Serves as a member of the state Parks and Recreation Association and provides technical assistance to other agencies; attends professional meetings and conferences;
      (13)   Plans, implements, and conducts bi- weekly staff meetings; and oversees development of annual report;
      (14)   Presents environmental education workshops and programs to educators and assists the Program Supervisor with Departmental education programs; assists with festivals, including planning, evaluation, set-up, reviewing public relation materials, updates, and working the festivals on weekends, as needed;
      (15)   Stays abreast and properly informs the Board of current trends in parks and recreation; and
      (16)   Performs related duties as assigned.
